SROs are sworn law enforcement officers responsible for safety and crime prevention in schools. A local police department, sheriffs agency, or school system typically employs SROs who work closely with school administrators in an effort to create a safer environment.

All schools must ensure that at least one armed security officer is present during regular school hours. The security officer must be a school district police officer, school resource officer, or commissioned peace officer employed as security personnel.

Having an SRO present in schools reduces fights and threats by about 30 percent and increases detection of firearms by about 150 percent. On the other hand, schools with SROs saw between a 35 and 80 percent increase in out-of-school suspensions, and a 25 to 90 percent increase in expulsions.

Its unclear if having SROs can prevent major tragedies like school shootings. And critics say that having officers in schools exacerbates the school-to-prison pipeline by criminalizing behavior that could be resolved in other ways, like counseling, conflict resolution or other restorative practices.

Students at schools with a SRO presence are five times more likely to be arrested for disorderly conduct, with over 10,000 prosecutions of young people under the so-called disturbing schools laws every academic year.

The SROs in QCUSD exemplify how their role transcends traditional law enforcement, leaving a lasting positive impact on students, staff and the school community as a whole. Through genuine connections and proactive engagement, they contribute to shaping a safe and supportive educational environment.

A SRO has a diverse role in the school and community and has many duties and responsibilities. We have defined a School Resource Officer as a sworn officer assigned to a school on a long-term basis trained to perform three major roles: law enforcement officer, law-related counselor, and law-related educator.

SROs can fulfill a variety of roles: Preventing and responding to school-based crime; fostering positive relationships among law enforcement, educators, and youth; and helping to promote a positive school climate.
